Policy and Regulation

This category recognises women creating, analysing and lobbying for policy to support the nascent hydrogen economy. This includes women who have set up or are part of the team developing government strategies, those working to determine how industry needs and fair policy can both be met and those involved in creating regulation to ensure accountability for hydrogen’s promise of decarbonisation. Whether she is working in a government department, a corporate policy role, or is leading from the front in lobbying the companies and countries developing their hydrogen strategies, the advisory board looked to the changemakers.

Aminta’s most recent role is team lead hydrogen, project commercialisation and partnering at German energy company Uniper. Aminta achieved a milestone for the hydrogen industry in that she negotiated and completed the hydrogen supply agreement (HSPA) of one of Uniper's joint ventures (EMG) with TotalEnergies’ refinery in Germany. This was the first HSPA in Germany for green hydrogen and one of the first in Europe.
Ana María has participated since the beginning in the definition of the policies for hydrogen in Chile and is currently leading the progress of the national strategy and Chilean regulation and policies as the executive director of Corfo. Ana María and Corfo work alongside the Ministry of Energy and other ministers and public agencies across Chile to address the challenges faced by the growing hydrogen economy.
After starting a career with very few senior female role models, Clare is now CEO of the UK’s largest hydrogen trade association Hydrogen UK. Despite some challenges with public facing representation, Clare firmly believes that hydrogen provides a new opportunity for women to occupy positions of leadership. By engaging trade associations, academics, professional institutions and other opinion formers in building broad coalitions to build consensus around industry structure and policy changes, Clare is helping the UK decarbonise energy, manufacturing and transport. Representing the entire value chain, Hydrogen UK, led by Clare, engages with the government and regulator to support the adoption and support of hydrogen in the UK's energy mix.
Dee Martin advances the clean energy transition while highlighting the powerful women leading it. In 2024, she has played a significant role in helping Air Liquide work directly with Congress, the White House and the US Department of Energy to create opportunities for hydrogen use in modernising the electric grid and decarbonising the mobility sector. Building on the previous success of the Bipartisan Infrastructure Law, which created the Hydrogen Hub programme, Martin also represented the company as the executive branch developed and implemented the hub program. Due in part to Martin’s advocacy, Air Liquide will play a significant role in six of the seven Hydrogen Hubs announced by Secretary Granholm. In addition, Martin’s Madam Policy podcast engages women leaders from the Administration, Congress and industry in pivotal energy policy discussions.
Elena has been a leading researcher on hydrogen supply chain from production to application. She developed world class level competencies in hydrogen safety, hydrogen quality, hydrogen refueling and refueling protocols. Thanks to her technical and scientific expertise, Elena became a reference in a number of hydrogen normative organisations. She has been nominated as co-chair of the IEA TCP H2 task 43 at the hub of research, public policies and standardisation preparing the grounds for standards and regulation on hydrogen safety for large deployments. She is leading task forces at the Hydrogen Council and the European Industrial Gases Association to establish common industry positions on critical interfaces along the supply chain. She also chaired the organisation committee of the 2023 EU Conference of the AICHE Center for Hydrogen Safety.
Maryna Hritsyshyna has recently taken on the role of head of regulatory affairs at INERATEC, the company producing sustainable e-fuels and synthetic chemicals to replace fossil crude oil. With over twelve years of experience in the energy sector, she specialises in hydrogen regulation, hydrogen certification and regulatory aspects of the hydrogen supply chain. Before joining INERATEC, Maryna worked with regulatory aspects of hydrogen transportation using LOHC as a hydrogen carrier. Maryna had experience in legal support of renewable energy projects in Ukraine and was a senior expert in the project regarding the analysis of the compatibility of the draft laws in Ukraine for the EU regulation in the energy sector.
In her role as head of carbon advisory for the Americas, Nishadi helps Wood’s clients navigate the ever-changing, complex landscape of carbon emissions reduction and decarbonisation solutions. Her background in the automation and digital space uniquely positions her to help clients meet their emissions reduction goals in the most cost-effective ways, and she has helped several clients with US government grant applications and lifecycle analysis, including some for industrial decarbonisation and CO2 utilisation projects.
Roxana is chief executive officer at the US Hydrogen Alliance (USHA) where she is at the forefront of the transition to make the hydrogen economy a reality. Working at the local, state and federal level, Roxana and the USHA are the voice of the hydrogen economy and a tireless worker for her constituents. The organisation has blazed a pathway for the US hydrogen economy by successfully passing sixteen hydrogen state bills across the US since the Aliance’s inception in 2020.
Shirley makes an outstanding contribution to global hydrogen policy. As VP for hydrogen and CCS regulatory affairs, she leads on technical policy, advocacy and funding, providing an essential role in bp’s strategy to reach net zero. Highlights include securing significant grant funding to advance bp’s hydrogen projects and helping shape policies such as RED III, the Delegated Act, and Australia’s Headstart programme. Shirley’s international perspective is of immense value in her external engagements, including how to develop the hydrogen market and supply chains.
Traci has worked throughout her career successfully building coalitions to achieve policy goals. Traci's strength in coalition building, understanding of complex technical concepts and political strategy necessary for advancing clean energy policy have made her an invaluable player in industry. Traci also excels in public speaking and is regularly invited to speak on panels for the MIT Energy Initiative, Atlantic Council, International Partnership on Hydrogen Energy, Energy Industries Council and Department of Energy. Her ability to distill complex technical and policy subjects into simple, easy to understand and engaging soundbites is a unique and sought-after skill. Traci also regularly supports young entrants into energy and policy, with an emphasis on supporting women.
